Step 1: Get Pre-Approved and Know Your Real Budget

Pre-approval tells you what a lender will lend. Your budget should tell you what you can comfortably pay. At 7.03%, principal and interest on a $438,280 home with 20% down runs about $2,340 a month, before property taxes and insurance.

Nationally, the typical first-time buyer put 10% down and the typical repeat buyer put 23% down, according to the National Association of Realtors' 2025 Profile of Home Buyers and Sellers. Step 2: Use Vermont's First-Time Buyer Programs

The Vermont Housing Finance Agency (VHFA) pairs its first mortgages with down payment help for true first-time buyers, meaning no ownership interest in a principal residence at any time:

  • ASSIST: up to $10,000 as a 0% deferred loan with no monthly payments, repaid when you sell or pay off the first mortgage. Combined liquid assets must be under $20,000.
  • First-Generation Homebuyer: a $15,000 grant with no repayment for buyers who meet first-generation criteria, such as parents who never owned a home.

Step 3: Choose Your Agent and Sign a Buyer Agreement

Since August 17, 2024, buyers must sign a written agreement with their agent before touring homes. The agreement must state what the agent will be paid, or how that will be determined, and that fees are fully negotiable. Read it, ask questions, and choose an agent who knows the towns you are considering. In the 2025 NAR Profile, 88% of buyers purchased through an agent. Step 4: Make a Smart Offer

With inventory up and the median home taking 69 days to sell, most Vermont buyers no longer need to waive protections to compete. Base your offer on recent comparable sales, not list price. Keep your inspection, appraisal, and financing contingencies unless you fully understand the risk of giving them up. Step 5: Inspect for Vermont-Specific Issues

  • Septic and well: many rural Vermont homes have private systems. A septic inspection and a water-quality test are standard for good reason.
  • Radon: one in seven Vermont homes has elevated radon, according to the Vermont Department of Health, and radon is the leading cause of lung cancer among people who don't smoke. Testing is the only way to know.
  • Flood risk: Vermont law (27 V.S.A. § 380) requires sellers to give you the FEMA flood map, the home's flood history during their ownership, and their flood insurance status before or with the purchase contract. If a seller fails to, you can terminate before closing.
  • Lead paint: sellers of homes built before 1978 must provide lead-based paint information.
  • Heating: ask for fuel usage and service records for the furnace, boiler, heat pumps, or wood stove.

Step 6: Budget for Closing Costs and Taxes

  • Property transfer tax: 0.5% on the first $200,000 of a principal residence and 1.47% above that, including the 0.22% Clean Water Surcharge. Non-principal residences, including most second homes, pay 3.62%. VHFA-financed principal residences are exempt on the first $250,000. On a $438,280 principal residence, that's about $4,500.
  • If the seller lives out of state: Vermont requires the buyer to withhold 2.5% of the price and remit it with Form RW-171, unless the seller provides a Commissioner's Certificate. Your closing attorney handles this.

Step 7: After You Close, File Your Homestead Declaration

If the home is your primary residence, file a Vermont Homestead Declaration each year by April 15. Without it, the property is taxed at the higher nonhomestead rate and the town can add a penalty.
